Description of content:  This draft regulation limits certain hazardous substances found in the related electrical and electronic equipment, determines the processes to be omitted from such restrictions, controls the importation of these goods and finally embodies legal and technical grounds for techniques and goals to reuse, recycle and recover waste electrical and electronic equipment residue formation and to reduce such occurrences.

Objective and rationale, including the nature of urgent problems where applicable:  The purpose of this draft regulation is to protect human health and the environment from the production process up to the final disposition of electrical and electronic equipment.
