Description of content: The notified text amends Resolution ex SICyM No. 838/1999 and related resolutions, and establishes additional requirements, as follows:
· Paragraph 1.9 of Annex 1 of Resolution ex SICyM No. 838/1999 concerning registration in the Register of Manufacturers and Importers, has been replaced by a requirement stipulating that copies of ISO 9001, QS 9000, TS, EAQF, VDA, AVSQ or MQAS certificates must be submitted for the factory in which the product is manufactured.
· The wording of Article 15 of Resolution ex SICyM No. 838/1999 has been replaced by the following: "A los fines de la presente reglamentación entiéndese como Organismo Certificador Reconocido a los acreditados por el Organismo Argentino de Acreditación (O.A.A.)" (For the purpose of this Regulation, "recognized certifying body" shall be understood to mean an organization accredited by the Argentine Accreditation Agency (OAA)).
· The National Register of Laboratories for the Testing of Complete Vehicles has been established and merged with the National Register of Laboratories for the Testing of Auto Parts to form the National Register of Laboratories for the Testing of Auto Parts and Complete Vehicles.
· In order to obtain a conformity certificate, applicants must submit the results of the tests conducted in the laboratories registered in the new National Register of Laboratories for the Testing of Auto Parts and Complete Vehicles.
· The safety requirements for categories O1, O2, O3 and O4, and for categories L1, L2, L3, L4 and L5 in Annex II, Article 7 of Resolution ex SICyM No. 838/1999 have been amended, and safety requirements for categories M2 and M3 have been incorporated under the same Article.
· The National Institute of Industrial Technology (INTI) is the authority responsible for, inter alia, examining and implementing alternative standards, based on a technical assessment, and requiring compliance with these standards in procedures to grant conformity certificates.
· Conformity certificates will be valid for five years and may be renewed for the same amount of time, following authorization from the INTI for the repetition of the relevant tests.
· Conformity certificates issued before 3 November 2014 will expire in accordance with the schedule established under Article 10 of Resolution SI No. 323/2014 and Article 1 of Resolution SI No. 433/2015.
