Description of content: The draft Import Inspection and Clearance Regulations, 2015 cover goods that are to be accompanied by a certificate of conformity or certificate of road worthiness. It contains provisions on application for import clearance certificate, handling of the application and release of goods without issuance of certificate. The regulations provide for how to handle products bearing Uganda certification mark manufactured outside East African Community. The regulations also contain provisions on how to handle non-conforming goods or motor vehicles, destination inspection and conditions under which goods can be released under seal.
The regulations contain a schedule of goods exempted from Pre-export Verification of Conformity to Standards and approved specifications (PVOC) and provide for offences and penalties for release, distribution, sales or marketing of a product that does not conform to the requirements of relevant Uganda Standards.
The regulations contain schedules for fees and charges for import inspection and clearance; and categories of goods subjected to PVOC.
