Currently existing product standards (type C-standards - e. g. standards series EN 60745) for machinery / hand tools / garden tools do not cover or only insufficiently cover the safety aspects concerning “secondary cells” or in particular “Lithium-secondary cells”. The standards series EN 60745-1 gives only a general reference to the testing of components which are covered by other standards.
Due to the increased risk of hazard of Lithium-secondary cells and the fact that the existing type C standards do not cover those components completely, a comprehensive uniform procedure for safety design and testing should be found which also complies with the current state of the standard.
The international standard IEC / EN 62133 “Secondary cells and batteries containing alkaline or other non-acid electrolytes - Safety requirements for portable sealed secondary cells, and for batteries made from them, for use in portable applications” formulates requirements and tests for the safe operation of secondary cells at normal use and minor foreseeable misuse.
